The proposed penalties for noncompliance are severe: Hospitals that can&#8217;t prove their &#8220;community benefit&#8221; will lose the tax benefits associated with nonprofit status &#8230; $93.5 billion in federal subsidies are provided every year in the form of tax breaks.
