Patenting Technical Writing

How stupid and/or lazy are patent examiners? Are they high-school dropouts. These two patents, issued in 1997 and 1999, patent the idea of using training manuals to teach someone, and breaking up complex training manuals into smaller components, graded by difficulty. What the hell? How can you patent technical writing, when it’s existed for decades?
