San Diego cops’ new Get Tough policy was demonstrated recently when they sh ot dead a masturbating exhibitionist.

The cops in SF shot dead a guy for smoking in the Metreon. Well, he pulled a knife, but they emptied 18 bullets into him and apparently went on shooting him as he lay dead on the ground.
