A warlord in eastern Afghanistan re-armed his men Saturday to prepare them for another assault on a provincial capital where residents don’t want him as governor and are upset that U.S. forces operating in the area won’t intervene. U.S. military officials, meanwhile, said Friday it now appears highly likely that American soldiers who raided two compounds in Afghanistan on Jan. 23 mistakenly captured or killed people loyal to the new Afghan government.
