End To UN Deadlock?
Robert Fisk points out that the UN has already considered the possiblity of the Security Council becoming endlessly deadlocked, as seems possible following the US/UK/Spanish intransigence on the deadline issue. Apparently, UN Resolution 377 enables the General Assembly to recommend for or against collective action in the event of a Security Council deadlock. Ironically, the US introduced this legal manoeuvre to dodge a RUssian veto during the Korean War.
