George J. Tenet and his deputies at the CIA were presented in August 2001 with a briefing paper labeled “Islamic Extremist Learns to Fly” about the arrest days earlier of Zacarias Moussaoui.

Mr Tenet did not bring it up at a meeting of top administration officials, “the principals”, on September 4 2001, a week before the attacks, held to discuss the fight against al-Qaida. “It wasn’t discussed at the principals’ meeting since we had a separate agenda,” Mr Tenet said. “All I can tell you is just it wasn’t the appropriate place.”
