Since 1998, the [US] federal government has spent more than $1.4 billion on an ad campaign aimed primarily at dissuading teens from using marijuana … The White House provided the funding and NIDA contracted with a research firm, Westat, which [reported that] instead of reducing the likelihood that kids would smoke marijuana, the ads increased it … The White House drug office sat on the Westat report for a year and a half beginning in early 2005—while spending $220 million on the anti-marijuana ads in fiscal years 2005 and 2006.

Westat found the ads had no “significant favorable effects” in deterring children from trying marijuana or in getting them to stop. Rather, it found that more 12 1/2- to 13-year-olds and girls were trying the drug after seeing the ads

Meth use by Montana teens, the specific target of the Montana Meth Project, has been on the decline for seven steady years … The project’s own survey, conducted once before the ads ran and again six months into their run, found a statistically significant increase in the number of teens who said they saw no risk in trying meth once or twice.
